February 2017 version of PREUPGRD.SQL is available

The new version of the preupgrd.sql (including the utluppkg.sql package) in its February 2017 version is available for download from MOS Note:884522.1. If you are going to upgrade to Oracle Database 12.1.0.2 please exchange your current preupgrd.sql/utluppkg.sql either in ?/rdbms/admin or in the location of the source system you’ve copied it to with the new version. –Mike

Whenever you attempt to upgrade an Oracle database to Oracle Database 12.1.0.2 please get the most recent version of preupgrd.sql, the preupgrade check script, (including the utluppkg.sql package) from MOS Note:884522.1 first. Oracle Database 12c pre-upgrade scripts and JAVAVM

This is a great example of why you should always review the README file when upgrading to a new release. 11.2.0.3 Pre-Upgrade Script Now Available!

It took a little while because of upgrades to My Oracle Support, but the pre-upgrade script for Oracle Database 11.2.0.3 is now available for download. If you want the latest pre-upgrade script for any supported version of the database, simply go to MOS Note 884522.1 and download the script that corresponds to your destination release. This is a lot easier than downloading the entire kit in order to obtain the script!
