The other ports may follow soon after. I can’t give dates but you can download Oracle Database 18.3.0 on-prem for Linux now from OTN:

The download gets you the zip file but not the rpm. Those may take a couple of weeks for unknown reasons.

I couldn’t find it on eDelivery with a quick search but will update the location as soon as it is available there as well.
Update at 22:31h CET, July 23, 2018:
The first customer sent me a screenshot after a successful 18.3.0 upgrade today just 3.5 hours after the on-prem release went out on OTN – thanks Naveen!!! Upgrade done with dbua -silent
in 35 minutes.

when should we expect 18.3 on premises release for IBM AIX and HPUX? From usual MOS note, it seems they were planned to similar date as Linux/Solaris/Windows release..

I was away the past two weeks relaxing and not checking email.
My last state was: it should be available soon.
But I can’t give more precise information. MOS 742060.1 is the single source of truth.

OK the MOS note has been changed recently and unfortunately the release date for non-Oracle platforms has been changed to Oct -2018 π
