Regarding OTN and eDelivery nothing has been changed since Sep 1, 2015 when Oracle Database Standard Edition 12.1.0.2 SE2 got published. But the download from MOS now has changed.
When you search in the under Patches and Updates tab …
… and display the Latest Patch Sets …
… check for instance for platform Linux x86-64bit …
… then you’ll wonder about the two patch numbers …
The only difference of 2.5 GB in size results from two more zip files included in the new patch number 2141921 …
… you’ll have to check the README button to find out what’s hidden behind each file …
Files 3 and 4 contain Oracle Database Standard Edition 12.1.0.2 SE2.
So please don’t get puzzled by the different patch numbers – the only real difference is the inclusion of SE2 into the download package but the included patches etc are exactly the same as in the previous patch number.

If I have install the database software winx64_12102_SE2_database into a new C:\OracleSE2, how do I 12.1.0.2 patchset p21419221_121020_MSWIN-x86-64 ?
Do I need to installed into the a new eg C:\OracleSE12012 ?
If I do this, then every patchset, then I will have a new oracle home?
Excellent question, Steven, as I see that things are not as obvious as we (at Oracle) always believe they are 😉
Two options for you:
– install into a new Oracle home – that is the default and it is highly recommended as it will save you downtime (you don’t touch your original home, you can revert to it in case of trouble etc).
– deinstall your existing software, then install into the existing home. I’d disrecommend it as it will give you more downtime and trouble. I’d only agree with this in two situations: You’ll have to stick with the home’s and/or dir’s name or you don’t have enough free space to install into a new home.
But basically the important thing is:
Every patch set release since Oracle 11.2.0.2 is a full release deploying the entire database home. Therefore it needs to be installed into a new home.

Just curious I have uninstalled the winx64_12102_SE2_database and installed patchset p21419221_121020_MSWIN-x86-64.
After that I tried to list the patchset. However there is no difference better two of the packages. There is no interim patch installed. For this it should show at least 21419221,

Yes, please take the most recent PSU or Bundle Patch (I’d take the Bundle) for GI 12.1.0.2 from April 2016. There’s no distinction between EE and SE PSUs/BPs. See my other blog post about how to find them:

If patch number 2141921 is for 12.1.0.2 , then what is atch number for 12.2 nd 19c
Are you referring to the patch or the bug number? You need to know the bug number.
I doubt that you refer to
BUG 2141921 – RELQA18: NEED CLOSE EBC TWICE AFTER ENDING INTERACTION
So I guess you refer to the patch number instead??
Either use the patch search in MOS or open an SR please if you don’t know the associated bug number.
